Default Hot News Senate Passes CIR With IV Goals : Manager's Amendment Text Released

We have received the text of Manager's Amendment from inside sources before it was released anywhere else or on Thomas and we will be putting it up here shortly along with an analysis. It is looking better than expected.

Default Managers Amendment: A Quick Guide to the Goodies

All,

We received the text of Manager's Amendment from inside sources before it was released anywhere else or on Thomas.

We in IV have worked so hard to get all these provisions into the Managers Amendment -- some of these you have already seen as part of the Brownback Amendment -- others were incorporated into the Managers Amendment at our behest as a result of protracted negotiations.

This is a quick and dirty summary of what is in the Managers Amendment please understand that it is 115 pages long and we just got the text, so I cannot do a detailed cut and paste and explanation. The aim of this post is to get you the good news, and so that you can experience some relief.

The Page Numbers mentioned here are the pages of the attached Managers Amendment document -- open it only if you are familiar with bill sections and INA sections otherwise just wait for more detailed analysis to follow.

Lets begin with the good news!! This is by no means a full list, just the highlights.

JUST THE HIGHLIGHTS!
  • Hard Country Limit Removed
    Page 30

  • Exemptions from EB Quotas
    Page 45-46
    For US Master and higher degrees
    For Medical specialty certification based on post doctoral training experience;
    For STEM degrees who have been working in a related field during a 3 yr period preceding their application for an immigrant visa;
    Spouses and children of EB applicants! [We hope this supersedes the Bingaman amendment.]

  • I-485 Filing Once Labor Cert Approved Regardless of Whether Visa Numbers Are Available
    Pages 36-37; and also on page 54;

  • EAD and AP Issued for At Least 3 Years
    Page 37

  • H1-B Provisions From SKIL Act
    Page 42-45

  • Special Labor Cert Process (easier)

    For those who are members of professions and have a masters degree or higher from US Univ or have a medical speciality certification based on post-doc training in the US.
