Default EB3 ROW left over to EB3 India

Just wondering that will EB3 India not get leftover from EB3 Worldwide.

Will enough worldwide EB3 applications be approved in Sep to cover all of their quota?

Four months back they were having 12000 leftover.

I believe EB3 row is also retrogressed and the only way they get spillover visas is if EB2 all nations including retrogressed ones become current and have visas to spare.
So most probably the answer is NO unless I am reading the spillover rule incorrectly.

No chance for EB3 India spillover from ROW. No use dreaming when it is not possible for the next many years unless quota increases.

That is a lie. EB3 India is getting its allocated share every year. No more no less. If you think it is less, you can always sue them.
