Basically the gist of the report is how flower campaign effected the decision of USCIS of changing its mind on July VB fiasco.

Recently there is a hindi movie MunnaBhai MBBS which became very popular. One of its main theme was how Gandhi's non violent protest can solve problems.
Similar 'send flower' approach was used in the movie to settle some issues amicably.

Seems it is very novel idea and here also it worked ! You will here USCIS representative mentioning about the flower campaign in this video.

While i think that ron's attitude about in-n-out workers is a little quaint, he does really have a good insight - that the h1b could be improved if workers are free to work anywhere. And he also seems to advocate giving gcs to any high skilled worker so they will stay.

Yes, very true. But the way people interpret him varies. I honestly think he is against Infosys, Satyam etc... kind of companies and he has always attacked ONLY those companes. He has always complimented the fact that H1b is a first step towards Green Card. A lot of anti immigrants and others have confused and interpreted these things in a manner fittting their view.

The way I look at it is, his views rhyme with our goals

Please don't be fooled by what Ron Hira says on the radio. IEEE-USA says one thing and they do something else. IEEE-USA and Ron Hira is very careful about not being looked upon as anti-immigrants because if you are branded as anti-immigrants then you lose credibility. But the fact of the matter is that IEEE-USA and Ron Hira are actually anti-high skilled immigrants. They will say one thing and do something else. Just as an example - IEEE-USA was behind Durbin-Grassley bill and they designed that bill to purge most people from the system. On the other hand there was not a single provision for the benefit of green card applicants in Durbin Grassley bill. Anyone knows why?

So please be very careful about taking Ron Hira on the face value. IEEE-USA have lobbied against all of us and they are against every high-skilled immigrant waiting for their green card. So please donít go by what Ron Hira says, but look at what he has done.

Well, to prove his point - I guess he could have been the architect behind the canadian style points system.

This makes sense. Ronnie and his Cronnies want to make this EB system an unworkable system and turn America into Canada when Canada wants to turn into America.
