Well they (CIS) would anyways need that much time to employ contractors/employee who will help in going to their big storehouses and bring truckloads of applications to their processing center so that they can process and use all the visa numbers that become available.

if these guys want to improve their economy and control recession, they are only left with the option of distributing GC. Inspite of throwing $850bn+$700 bn into the market they still have not been able to control downhill in the economy.

I agree. They are looking for funds from other countries and they don't realize potential of legal immigrants. We will keep our savings in US only if they give us GC otherwise its all going to our home country.
