There is nothing much that Obama can do unless there is bipartisan support in the congress. The House will not take it as Speaker Pelosi has said, if the Senate does not act first. In the Senate, Lindsey Graham is playing politics....... Unless, the legal immigrants and undocumented groups put pressure on a few republicans to get to co-sponsor the bill - it is a dead end.........

Default Putting out a fire

To put out a fire and to prevent it from happening again you need two things:

(1) Take the fuel away
(2) Take the Oxygen away
(3) Make sure you don't have any sparks flying around.

Immigration reform, whether for legals or illegals, needs massive support from the American people. Most of the people are in no mood to support a "reform" unless the president can stem the flow at the border.
To able to get any kind of immigration relief legislaton through, the president needs to work hard and quick at sealing the border shut. Time and again "the other side" has laid this as a pre-requisite to any immigration related dialogue.
I don't know why this is so hard to do. The border is there for a reason and it is the Federal government's responsibility to maintian its integrity, whatever it takes, National Guard, drones, US Army..whatever.
That being said, don't read too much into this "Thursday speech by the president". It is lip service, or as go_guy pointed out...political posturing.

Nothing significant is expected from this speech. Most politicians repeat the same 3 things- Secure our borders, provide path to citizenship to millions and welcome best and the brightest. The real question is when they will do the real work on immigration. There have been some discussions on administrative fixes on immigration. However some of these fixes would politically harm democrats in the upcoming elections.

Visa recapture cannot happen with an administrative fix. Anyone who is telling you that visa recapture can happen by some admin fix or through a lawsuit is simply lying, possibly just to grab your attention. We have been repeatedly told by the administration that recapture cannot happen by an executive order.

A few days back a group of disorganized folks were writing to USCIS Director asking him to recapture. That is just a waste of time because CIS director cannot do recapture. Even Presidential executive order cannot recapture unused visas. It has to be done legislative because recapture will require change in the law.

We do not mean to dampen your enthusiasm but please do not expect for something that cannot happen. Recapture cannot happen with an administrative fix. In this admin fix initiative we are working on other possible good provisions that are possible.

Only when the democratic party weakens things can move forward for the skilled (EB- GC ) folks. Democratic party is never for skilled immigratiion, it is all for illegal masses only.

Agree 100%. Atleast when Bush was in office there were bills introduced that encouraged skilled immigration Eg: Those who have been around for a while would remember the Cornyn-Kyl bill from 2005.

Everybody likes to talk about the Clinton era, but don't forget that Republicans had majority then. So we may see good things happen after the November 2010 elections if dems lose majority in both house and senate. And it will be good for Mr.Bamster to govern from the center going forward than to hang out with the far-left, may even fetch him another 4 years.

Washington, D.C. -Tomorrow, Thursday, July 1st, President Obama will make what is being described by the New York Times as "a major speech on immigration" at American University in Washington, D.C. The President is expected to step forward to reassert the leadership of the Federal Government on the issue of immigration.

While a federal lawsuit against Arizona's SB1070 now seems imminent, the President must address the underlying issues that led to passage of the Arizona law. We hope the President will ly address the public's frustration with a lack of workable solutions on immigration. He must place this frustration in context - lack of federal action leads to growing impetus in the states to pass laws, no matter what their cost, simply to try to resolve the impasse. The President should address this frustration, but should also address the undisputed polling that shows that Americans want comprehensive immigration reform. This can be his moment to bring people together by laying out a framework that will actually move Congress to complete workable legislation.

We also hope that the President avoids some of the typical election chatter on immigration, which tends to turn the issue into a political contest of who can talk the toughest. Rarely does the debate move beyond the issue of further fortifying our southern border. While border security is a necessary component of comprehensive immigration reform, we cannot stop there. Real reform must look past campaign politics and find solutions that will allow communities to live and work together without the anger and recriminations that have dominated this issue for years. We hope the President's speech will go beyond issues of border security and discuss with the same enthusiasm strategies to create a 21st century immigration system - a system which invests in ideas and programs that support family and community cohesion, promotes fairness and individual accountability, supports immigrant integration, and helps us attract the best and brightest from around the world.

"The crisis in Arizona was created by an absence of leadership and commitment by the Federal Government to fix our broken immigration system. My hope is that the President will use this speech as an opportunity to reassert federal authority over immigration law and policy, and lay out his vision for a path forward," said Benjamin Johnson, Executive Director of the American Immigration Council, who will attend the speech on Thursday. "Enforcement of our laws is important, but the President must rise above the angry and misguided political rhetoric that creates and then feeds a never-ending appetite for punishment. While a lawsuit by the Department of Justice is a necessary legal step, a lawsuit alone will not end the vacuum created by the lack of workable immigration laws and leadership to make that a reality. Over the last year, the President and his administration have expressed a willingness and desire to pursue a comprehensive reform strategy. Sadly, too few politicians have had the courage to stand with him on this important issue. The true measure of the President's commitment to this issue is whether he will create his own strategy for moving reform forward and whether he will expose those in both parties who refuse to step forward and create a workable, humane immigration policy that will strengthen America."

As the Department of Justice takes up the legal challenge, President Obama - through this speech and continuing actions - can place the responsibility for immigration reform back where it constitutionally belongs: in the hands of the Federal Government.

I am not sure about this but one thng can certainly happen with Admin Fix.
Porting of applicant who have stayed long enough in (EB3 to EB2). EB3 15 years experience and still counting and stuck and uncertain porting rules and AC21 doesn't make sense at all.
Or
AC21 rules or some other fix giving relief to people stuck in GC unnecessarily.
USCIs can make these fixes but they dont want to do it. Its simple

Low Expectations for Obama’s Immigration Speech « The Washington Independent

President Obama’s planned speech on immigration reform tomorrow has been lauded as indication of a renewed commitment to immigration reform, as have his meetings early this week with advocates and the Congressional Hispanic Caucus. So what will the president say? Unfortunately for reform advocates, not much that’s new: Obama is expected mostly to retread familiar ground on the importance of passing comprehensive immigration reform, rather than offering specific provisions he’d like to see in the law.

States aren’t waiting for reform – NPR reports that 45 states have introduced more than 1,000 bills and resolutions relating to immigrants so far this year — and polls indicate that most Americans support Arizona-style laws to curb illegal immigration. In theory, the issue should be resolved at a nationwide level to prevent harsh laws from driving illegal immigrants into other states. (There’s some concern that the Arizona law is already having that effect.) But no Republican senator has emerged to back a comprehensive bill, and with midterm elections in sight, rounding up votes for a controversial topic might be difficult before a potential lame-duck session
