Default PERM processing ,had layoff's in my company

Hi ,

My company had filed my Labour (form 9089) 2 months ago and it is currently in processing . We recently had layoffs in our department 1 week ago . Will this impact my perm ? Do they have to again wait for 6 months and re apply my Labour ? If incase my Labour gets approved in next few days , am I eligible for applying I140 by my company ?
