You can cut the photos to that sizes. I did that myself for the UK/US visa

Default Walgreens

The walgreens near my house cut it. they took the picture from a little distance so that it doesnt look awkward once it cut to a size smaller than usual.

Second option is to do imaging at home using ms paint and print it in walmart etc...

Default Use this!

I just got my passport renewed last week using pictures from this site:

http://epassportphoto.com/

Use it to upload a picture taken from your digital camera (make sure you follow the guidelines - white background, don't smile too much, don't cover your face, take front image etc etc), tell them that you want it for the Indian passport. You can then download an image of 4*6 that you can get printed at Walmart for 15 cents. Easy and cheap.

Default Many options, I did myself

For Indian Passport, studio was charging approx $100 for three persons. So I purchased good quality photoprinter. Everywhere requirement is different. I print photos as per their exact requirements. The HP Photopaper has longer life then commercial prints available in studio (it was claimed by HP). Even after 5 years, photos show no fading.

Most of the studios will develop customized prints. Ususally charges will be more. Some of them will be able to extend free services for doing customized work. In bay area I visited at least 10 stores/studios, all the professional studios were ready to take the job by taking more money.
