I have a friend whose labor certification from Sun got rejected for the following reasons.
For those worried about economy having an impact on the visa numbers.... PD for GC is a result of
how many ppl are applying for 485 + whole lot of politics.

PD for India/China was current throughout the small recession of 2001/2002. Off course some of us had horses ass luck of getting stuck in a loooooong labor certification process

During late-2001/2002 there were fewer ppl getting labor certifications because jobs were hard to come by, labor process was really slow, so they never bothered touching PDs. This whole PD game started right after perm was introduced.

once recession hits, there will be very little political support to end retrogression - it would be considered politically incorrect. In the worst case scenario, they could even reduce the gc bucket, just like they do with H1Bs

Actualy there will be a recession for sure by next year. Whether Govt fudges teh GDP growth numbers to come up with a mild sluggish growth or mild recesion like in 2002 that i cant say

GCs were not reduced and there is very little possibility of that happening in the next recession.

Visa bulletin was current during the recession.

If a recession happens, the visa bulletin would move quicker. Mostly because EB1 AND EB2-ROW would not take away as many numbers due to there being less demand for new workers. Thus these unused numbers would overflow to retrogressed categories helping them work through some of the backlog.

All said and done, the bottom line is people go where they can get good jobs, progressive career, good money and nice future. If it is not available here, I will leave and so will many others...... IMHO
