Default Security Checks for Visa Applications

I have heard that a few people in the recent past had their H1B visa delayed due to security checks. Does any one have any information if the number of applicants screened for security checks have increased? What is the criteria for security checks? I have heard that it could result in months of delay. In one case an H1B applicant lost his job because he could not come back to his job for several weeks.

Does anyone have the latest information on this topic, especially for Mumbai consulate?
