Default OPT STEM Extension

Hi,

I just applied for my F1 visa STEM OPT extension which is in initial review. As a back up, I am applying to colleges (just incase my application gets denied). In this regard, I have a few questions:

1) If my application gets denied, will I get the 60 days grace period to transfer my sevis?
2) If I withdraw my application, will I get the 60 days grace period to transfer my sevis from the date of withdrawal?
3) I have read that the sevis can be transferred to another college if the the start date of classes is within 5 months of the end date of the OPT grace period. Since my application is for an OPT extension, what date will apply in my case? Hypothetically if my application was to get denied, or if I was to withdraw it, from which date would the 5 months time period start?
