Default H1 was approved but return to Home country now would like to apply for visitor visa

Hello,

Please some one help me.

Give you a brief here. Let me know if I miss something.

I came to USA on student visa and there after I applied for H1 in 2009. My H1 got approved in Jan 2010. But due to no project I decided to return my home country India. After that I was not at all in touch with my employer. My elder sister is still in USA and I would like to visit her. Can I apply for visitor visa ?? And I also would like to know how would I know about my H1 status as my employer didn't give me any paper or anything. I just have the case ID which just shows your H1 is approved and your document will send to your address. Which is actually sent to my employer's address.

Please help me.
