We went in for an emergency AP yesterday at USCIS local office.

He gave us the AP document. However it is on plain paper and USCIS stamped. He told us since it is local office this is how they could give us.

Is this valid ??

It should be ok. I'm saying this because your entire case status is available for CBP to look at when you enter. Your AP approval is probably listed in there for the CBP agent to verify. I recently went in to get some thing changed on AP document and the agent told me they can lookup 485/131 info in their system
Carry all your 485/131 related documents.
