Couple of years back, I had approved H1 B petition and also approved Visa.

But for some personal reasons, I was not able to come to US on the approved H1B Petition.

The approved petition is already expired.

Is it possible to file a new H1 B petition as an extension without going through lottery process?

Assuming that the Visa that you didn't use was itself a fresh petition with all 6 years unused on it, you should be able to re-capture the time left on that visa.

when applying for the new petition, I don't need to go through the lottery process right ?

I also don't have any pay stubs etc.. hasn't come to US on H1B Visa at all .

What matters is that your H1-B visa number is already counted against the quota in the last 6 years.
