The administration is not revealing anything. CGI Federal is the contractor who is developing it.

Meet CGI Federal, the company behind the botched launch of HealthCare.gov (http://www.washingtonpost.com/blogs/wonkblog/wp/2013/10/16/meet-cgi-federal-the-company-behind-the-botched-launch-of-healthcare-gov/)

They should have outsourced to big wigs of software consulting like IBM, TIBCO etc as well leased out Amazon cloud to handle demand. healthcare.gov shows this country has short supply of talented software developers therefore immigration reformed is need ASAP :)
