I have a I-140 approved from 2011. However, I am considering leaving my job or possibly switching roles within the job (program management kind of role from a developer position).

I understand that I can keep my PD if I change jobs but job is close/ similar (but have to do the whole PERM process again + i-140 for new job)
But can I keep my PD if I change roles completely, either at same employer or elsewhere (and file PERM + I-140 again)

I don't think you should have any issues. GC petition is for future job. I had my title changed significantly since my company applied for EB3. Even though later on, I had my employer file in for EB2, my lawyer never expressed any concerns over change in my job title...

Please note that I am not a lawyer and these statements are just my personal views based on my experiences. For more authentic answer, you should consider consulting with an attorney.
