The grass-roots action items listed below are extremely critical and will supplement IV advocacy efforts for HR-3012 that have been going on for a considerable amount of time. As already mentioned, a group of select Immigration Voice members recently attended more than 160 meetings with key members of Congress. Other advocacy efforts are ongoing at the moment. Please participate in the grass-roots efforts below so that we can do our best to get H.R 3012 passed by Congress. This is our only chance.

ACTION ITEM # 1 – Send Letter/Message to your Representative

When: Immediate/Now

Please contact members of Congress by clicking on the Action Alert below, to urge support for H.R-3012 – Fairness for High-Skilled Immigrants Act. It will take less than a minute. This action item is mandatory for all IV members so that we can supplement ongoing advocacy efforts in support of HR 3012.

ACTION ITEM # 4 – Make Phone Calls to House Judiciary Committee members

When : Tuesday (10/11) onwards - Federal Government is closed today because of Columbus Day

This is a very critical action item. Every IV member should call the members of the House Judiciary Committee to urge support for H.R 3012. We need to make a few thousand calls over the next few days leading up to the mark-up of the bill (coming Thu/Fri). Phone numbers for each of the offices are provided at the end of the post.

a) Call each office number listed below. Say that – “I am calling to request support for H.R 3012 and would like to speak with the staffer who handles Immigration.”

b) Talk to the staffer or leave a Voice Mail using the specific text below.

Use the following text for all offices EXCEPT Rep.Lamar Smith,Rep. Jason Chaffetz and Rep. Zoe Lofgren

"My name is ___ and I am a member of Immigration Voice - a grass-roots group comprising 70,000 legal and highly skilled immigrants.

I would like Representative "Representative Name" to support H.R - 3012 - Fairness for High-Skilled Immigrants Act. As you may know, this bill already has wide bipartisan support.

H.R. 3012 will boost job creation and innovation in the U.S. through a technical fix that will remove per-country limits for high-skilled applicants in the employment-based green card system.

At the same time, this fix will also drastically reduce the wait times for highly skilled applicants like me who are currently looking at wait times of anywhere between 10 to 30 years to get my green card. I am counting on Congressman’s/Congresswoman’s support for H.R 3012."

For Congressman Lamar Smith and Congressman Chaffetz Office, say the following

“My name is ___ and I am a member of Immigration Voice - a grass-roots group comprising legal and highly skilled immigrants.

I am calling to thank Representative Smith / Representative Chaffetz for introducing H.R-3012 which will bring fairness to the employment-based green card system by removing per-country limitations. I thank Rep.Smith/Rep.Chaffetz for his outstanding leadership on this issue and for being a champion of legal, high-skilled immigrants like me. I am also calling offices of other House Judiciary Committee members to request support for H.R 3012.”


For Rep.Lofgren’s office, say the following

“My name is ___ and I am a member of Immigration Voice - a grass-roots group comprising legal and highly skilled immigrants.

I am calling to thank Rep. Lofgren for being a champion of legal, high-skilled immigrants and for her long-standing leadership on the issue of reducing green card backlogs. I am aware that Rep. Lofgren has introduced several bills in the past to reduce the backlogs including the recent H.R-3119 - Protecting American Families and Businesses Act of 2011.

I am calling to request the Congresswoman to co-sponsor H.R-3012, which is a similar bill and is a great first step to reducing green card backlogs. H.R 3012 will remove per-country limits in allotment of high-skilled green cards and will help up to a million applicants like me who are stuck in queue for close to a decade. I will deeply appreciate Rep. Lofgren’s support and look forward to her co-sponsorship of this bill.”

Additional Notes to keep in mind:

Note 1 - If asked that do you represent any organization? Tell to the aide that You are Grassroots leader at Immigration Voice.

Note 2 - To Democratic offices only, please make sure you add this line in the end
"The bill also increases the per-country limits in the family-based system in order to reduce wait times for family-based green card applicants who have also been facing huge application backlogs"

Note 3 - Please speak slowly and clearly and focus only on the above message. DO NOT mention CIR, undocumented immigrants or H1B/I-485/EAD/AP/PD etc since those are completely separate topics or the lawmakers offices are not familiar with these acronyms. If the aide is confused with any of those topics, be sure to clarify that you are calling to seek support for HR-3012 dealing with green cards for the highly skilled legal immigrants.

Note 4 - IF the aide asks whether you belong to the district or not, tell them NO if you don't. Add the following -
"I have already spoken with my representative but, in addition, would like the support of the Congressman/Congresswoman. The Congressman/Congresswoman is a prominent member of House Judiciary Committee which makes him/her a national figure of great importance. The Congressman's/Congresswoman’s decision and support for H.R 3012 is therefore very important for high-skilled immigrants across the U.S "

Note 5 - In case you are asked any other questions, the background provided in the main post should help you answer any high-level questions but if you are not sure how to answer a particular question, mention that you will be happy to circle back with that office with the answer asap.

Please post this on your facebook, twitter, other forums etc and try to spread the word. We need participation in several hundred thousands in these action items. For all those who used to say, what is IV doing for backlogged applicants and that there are hundreds of thousands backlogged applicants......

This is your chance to show that we are a huge population of backlogged folks desperate for immediate relief.

folks - this is the time for us to UNITE and get HR 3012. Based on the other update, we had IV members like you and me go all the way to DC to attend meetings on our behalf. so the least we can do is complete these action items and support IV to help us get out of this endless wait!!

This is time for our backlogged EB community to unite and do something especially when we have a bill - HR3012 that has good traction. Please join us in this effort.

We need hundreds, if not thousands, of us to call and tell the judiciary committee members to vote YES for HR 3012. Remember that the thumb-rule on Capitol Hill is every phone call means 1000-2000 people in the district want the change. So please keep the phones ringing.

Today I made 38 calls to reach all the representatives listed on the first page. Requested them to support this bill.

My experience.

- Most of the Republican staffers are aware about this bill.

- Could not get the same kind of feeling from Democratic staffes. Since they are listed
in the bottom, i am not sure whether everyone made call to all 38 people.

Hence, kindly request all of you try making call to everyone preferrably from bottom of the list.

Please spread this initiative to all your friends and request them to help

The only beneficiary of this bill is America. It fundamentally restores fairness to an existing system that is unfair. This has the potential of boosting the US economy in a big way in terms of new houses being sold, cars, appliances etc.. and by letting entrepreneurs try their hand and create jobs. This is only a net positive to America as a whole.

The bill actually removes the country limits in a phased manner over 3 years. It will be 4 years before the limits are completely removed. There are Visas reserved for non backlogged countries each year for the next 3 years.

After this everyone will wait for the same amount of time depending on when they applied instead of where they were born.

This is only fair in the employment based category as only skills and talent and dearth of the same in US are the basis for employment based green cards and not country of birth.

The country limits are artificially creating a backlog. I am not sure if you crunched the numbers. If you do, you will realize that it is not so bad.

Your argument is that the existing unfair system should never be corrected ever because that is how it was designed. I hope you see the fallacy of that statement.

Unfair rules need to be corrected at some point. That is the sign of a developed, civil and advanced society. When it was designed it was probably never considered, that people from certain countries may have the skill and talent pool that US needs in large numbers.

Today it is India, China and a few others. Tomorrow it could be any other country. I hope you see how the system, besides being unfair, is also detrimental to US as a whole.

When US needs the skills and talent, it is only beneficial to accept people with those requirements regardless of where they are born. Country of birth should never play a role in employment based green cards. While this is true of employment itself, why should EB green cards, a derivative benefit of the employment, be subject to country limits.

Granted, a few people benefited from the unfair system. Just because a few more will benefit is not the right incentive to continue with an unfair system that is also detrimental to US as a whole.

To give you an example, you would have heard about snapdeal case. The founder of that company was a graduate here in US and also started a company while studying. But due to visa restrictions and backlogs, he decided to go back to India and start another company. He did and now employs more than 300 people there. Without this unfair system, the founder would have probably stayed on and even if only half that number were employed here, it would have been a great benefit to US.

To give another perspective, I recently met a person born in a backlogged country and moved to Canada at 1. The person grew up in Canada and has lived the entire life in Canada. When applying for GC, the person is categorized under the backlogged country because of being born there. This shows the extent of the unfairness of the current system.

It was a good run while it lasted. But you should not expect an unfair system to continue just because of the benefits received by a small group at the expense of a larger group and was detrimental to US a whole.

I hope this helps you to understand the unfairness of the existing system and the reason why this should be changed to benefit US as whole.

Emailed senators/ newspapers/ made my $100 contribution yesterday and Today ....

I made calls to about 7-8 congress people. I hope and pray that everyone is doing there part since this legislation will really help remove this discriminatory practice once and for all and has a shot at passing !!!

In one case, the person who picked up the phone and asked what this bill is about. We better start making some more phone calls.

IV should publish which Reps we should target for tomorrow based on the google docs feedback.

Hello_hello - i agree with your point about motivating others..thats a key part of what we are doing here and thank you for stepping up to do the same. but maybe we should quote feedback at a high level ("completed all and successful" like rkay mentioned) and not mention specific names. just to protect our information.

Contacted following offices (focused on democratic reps)...didn't get a chance to talk to relevant individuals. Left message with receptionists to be passed on to aide/Rep to support HR 3012. Got a feeling that Reps in the middle of the list are not getting enough calls.

Everyone - the phone call action item is very simple and you just need to follow the simple instructions in the first post. the staffers who take the calls seemed very friendly and are ready and willing to get our inputs. there is nothing to hesitate or think about. In fact, I found it to a very fulfilling and useful experience. So pick up the phone and keep their desks ringing.

we need to outnumber any opposing calls by 100:1. There cannot be any further motivation for you to take some time out today and tommorow and CALL!!

H.R-3119 seems to be better bill than HR 3012 ? For us anything that has chance of approving will do but i was just wondering , if we can also do the same for HR 3119 that we are doing for 3012 . Thoughts ?

HR-3119 is just a symbolic bill from Dems to say they do support fixing immigration issues. But that particular bill doesn't have bi partisan support (whereas HR3012 does) and it won't pass any time soon.

Please concentrate only on HR-3012 which will come to floor by Thu or Fri.

I called all the Democrats offices and I heard from couple of people that they are supporting the bill.. :-) I cant reveal the names of the representatives on this public forum - please PM me and I will reply back. I am making it a point to ask the representatives opinion on this bill when I call them.

I dont know whether asking the representatives their opinion is right or wrong but I am doing it.. :-) many of them are still evaluating the bill (most of the democrats)

Will call the Repubs in the noon..
