Is it necessary to inform employer about GC if you are working on EAD and the EAD has 1.5 years of validity left?

Depending on how big the company is, there is a I9 admin that tracks these expiration dates. This person will contact you around the time your EAD expires. If you know who that person is, you can go ahead and notify them so that they will not bother you in the future.:)

A new I-9 has to be filled out whenever there is a change in your employment eligibility status. I am not sure if the onus is on the employer or employee to do so.

If I were you, I would just go and fill out a new one, it hardly takes 10 minutes or so.

Yes, its mandatory to fill out new I-9. Your EAD is void once you get your green card in hand.
